The individual referred to as "His Highness" Sheikh Mohammed bin Rashid Al Maktoum, the Vice President and Prime Minister of the United Arab Emirates, has issued Decree No. (35) of 2024 to establish the "Dubai Council". The council will be led by Sheikh Mohammed himself and will include Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, the First Vice President, and Sheikh Maktoum bin Mohammed bin Rashid Al Maktoum, the Second Vice President.
The Council comprises His Highness Sheikh Ahmed bin Mohammed bin Rashid Al Maktoum, His Highness Sheikh Ahmed bin Saeed Al Maktoum, and Her Highness Sheikha Latifa bint Mohammed bin Rashid Al Maktoum.
The Council's membership comprises His Excellency Muhammad Abdullah Al Gergawi, who is both a member and the Secretary-General of the Council, as well as the following members: His Excellency Talal Humaid Belhoul, His Excellency Abdullah Muhammad Al Basti, His Excellency Abdullah Khalifa Al Marri, His Excellency Matar Muhammad Al Tayer, His Excellency Saeed Muhammad Al Tayer, and His Excellency Hilal Saeed Al Marri.
This decree will take effect from the date it is issued and will be published in the Official Gazette.

Its primary focus is on ensuring the emirate's competitiveness, leadership, and global appeal.
